H.B. 1481 Update (Student Personal Communication Devices)

During the recent legislative session the Texas Legislature passed H.B. 1481. While we do not have all the answers yet regarding this new law, we wanted to share what we do know right now.
Summary of H.B. 1481
- Districts must adopt a policy prohibiting a student from using a personal communication device while on school property during the school day.
- The policy must establish disciplinary measures for violations, and may include confiscation of the device.
- Approved Exception: Students with a physician-directed documented need (e.g., medical necessity)
Why was H.B. 1481 passed?
- By eliminating the distraction created by personal devices, the goal is improved academic outcomes, improved mental health and overall increased engagement.
What’s next?
- Saint Jo ISD is working with our policy lawyer to ensure we are aligned to the new law. Full details of the updated policy regarding personal devices will be shared before school starts.
- Families can aid in this transition to the distraction free day by discussing this required change at home to help prepare students.
